File Block and link to file

It's possible to upload file (like documents) through the "Files" fields, but one a file is added to a page, it's not possible to add it easily in the Editor.

I suggest two way of adding a file within the Editor:

• File Block: create a new block, similar to the Image Block where it's possible to upload or select uploaded files (only files, not images). Also, limit the Image Block to images (it's possible to select another type of files yet).
• Link Dialog: add the possibility to select an existing files (uploaded within the page)
