Show order filling dialog when app is restarted in an intermediate dlc channel state

At the moment the app tries to recover the dlc channel state if it is in some intermediate state. However the user is not aware of that and may close the app too early.

The user should be shown that the app tries to recover the dlc channel state.

Note, there should be a timeout, but that's subject of another ticket already.
