Support URI's with no "#" during ingestion. This allows compatibility with marginally-compliant external data that uses URLs as URIs.
Ingestion by URI-lookup - major improvement to ingestion allows new data to be attached to existing data by look-up instead of using formulae to generate matching URIs.
