Naming and placement of newrelic.ini in directories to follow Debian package standard

The newrelic.ini file is incorrectly named, this should be named 20-newrelic.ini, this is to follow the package maintainers standard. If it is named newrelic.ini, 20-newrelic,ini will be added by the package maintainer with different settings.

/etc/php5/fpm/conf.d/newrelic.ini

If it should be perfect, you should name it 20-newrelic.ini, and it should be a symlink to mods-available/newrelic.ini
