As a developer, I want to conditionally include the PrecompilesBenchmark pallet based on the runtime-benchmarks flag to ensure benchmarks do not run in a production-ready runtime.

"Check whether PrecompilesBenchmark could be optionally included in the runtime depending on the runtime-benchmarks flag or not. Ideally it should not be included in a production-ready runtime."
