Don't lose DSM message on disabled keys #65

If the decryption subkey is disabled in the UI, we get

./sq decrypt --dsm-key="myKey" < cipher.asc

Error: Decryption failed

Caused by:
    No key to decrypt message

It should read

Forbidden("Key is currently in disabled state and no cryptographic operation is allowed with this key")
