Cannot deploy to ca-west-1 #238

AWS ca-west-1 region has an issue where Cognito cannot be deployed completely.

Template format error: Unrecognized resource types: [AWS::Cognito::UserPoolDomain]. Rollback requested by user.

ca-west-1 supports UserPoolDomain from the console, looks like feature is NOT enabled by the CloudFormation team.

Attached is a simple CF

ca-west-1 is missing HTTP Api Gateway
