There seems to be something in the fluentribbon resources that is altering the appearance of Menus / MenuItems.

Without <ResourceDictionary Source="pack://application:,,,/Fluent;Component/Themes/Office2013/Generic.xaml" /> in App.xaml:-

With <ResourceDictionary Source="pack://application:,,,/Fluent;Component/Themes/Office2013/Generic.xaml" /> in App.xaml:-
