This does nothing to actually tell people how to do this. It offers a dodge of "some repos have a helper" which is not applicable to most cases.

Sorry that was probably terse...I was stacked under a series of XY problems to get a test running that culminated in a need to install a copr repo and I just couldn't map it back to rpm-ostree commands. Got stalled on where the doc said "to enable a repo, install an rpm from that repo" (which I know is normal for EPEL) and was hoping for something along the lines of "to enable an arbitrary repo directly, this is the preferred sequence of commands to do it on an rpm-ostree controlled env". I appreciate the kind response. Unfortunately I'm not going to be able to write a PR. Grateful for the openness. Please close with my thanks.

I'm going to leave this open, with your explanation it makes sense to improve the docs, so will just track it here.
