CI is failing on missing PDM lock file

The CI has been failing for a while on the lack of a PDM lock file committed to the repo.

Suggest:

• Either: Committing a PDM lockfile.
  • Would suggest updating from the setup.<py|cfg> files for packaging to pyproject.toml, to match the current PDM docs for dependency management and version control:

    • https://pdm.fming.dev/latest/usage/project/#working-with-version-control.
  • STRETCH: Move to Dynamic Versioning, to version the python package based off the git tags. See: https://pdm.fming.dev/latest/reference/build/#dynamic-versioning.
• Or: Remove PDM from the github action.
  • either create a virtualenv in the container (eg. python -m venv .venv + source .venv/bin/activate) or install/build/test directly into the CI Agent.
  • STRETCH: Move to pyproject.toml + Dynamic Versioning for same package versioning reason. See: https://setuptools.pypa.io/en/latest/userguide/pyproject_config.html.
• Update Developer docs with fallout.
