1. Refactor SoulETH PR to add configurations to deploy config
2. Debugging L2 reorg problem, collecting logs and analyzing. Also tried to reproduce it in e2e test, but it doesn't happen in e2e test. This problem doesn't always happen, it sometimes consolidate successfully. Suspecting to be an bug related to this PR, another possibility is that this is expected hehavior for timed out batches, but still need more analysis to confirm.
