This seems to be related to
1.- New compression of library dependencies in the Ajax state
2.- Overrides of Libraries

Solution is unclear but this is a big blocker and not getting enough attention from Drupal
I will try to figure out if this is triggered by something we are doing or by some contributed module we are enabling that needs an update. Not an easy debug since I can't seem to find a way of triggering the error (seen it, comes and goes) consistently

when this happens e.g Ajax paging on Views fails.
