update the "Configuring Apache Airflow on Kubernetes for use with Elyra" docs #2111

Currently, we describe how to install airflow on Kubernetes in the docs, but they describe using the old 7.X.X version of the Airflow Helm Chart (User Community), which only supports Airflow 1.10.X.

We should update the docs to reference the new 8.X.X versions of the chart, and thus for Airflow 2.X.X.

PS: Here is the CHANGELOG for the Airflow Helm Chart (User Community).
