'Opening flap' animation stops in the middle before continuing

What Happened

When opening io.elementary.switchbaord after previously quitting it, the animation for opening switchboard-plug-locale stops in the middle before continuing to open the rest of the way. After the first time, the animation works correctly until you close the app again.

Expected Behavior

The opening animation should smoothly work every time

Steps to Reproduce

1. Close Settings
2. Open it again
3. Open 'Language and Region'
