What happened

Regression since the previous release, before the token, was not changing:

not sure what is causing the issue

It's due to Californium 3.8 : eclipse-californium/californium@aec3f78#diff-5566aecf2ccedd1165c3b4cdfee2c3de0af90a9e78704ee0d44930bf1998351cR632

I will just say that this is not a bug but a behavior change because AFIAK using different token is valid behavior.
Probably a change since Californium 3.8 : eclipse-californium/californium#2088

I think it's good to keep this issue in Leshan since I suspect it could break a lot of embedded CoAp implementations.
