When the Update Manager tries to apply a new desired state and some unexpected error like a power failure occurs during the process, will the Update Manager recover from this after restart and pick up the process from its last known state or will the Update Manager simply have forgotten completely about the running process and will need to be triggered afresh by the external (cloud) system?

There is no state persistence, the Update Manager needs to be triggered afresh by the external (cloud) system.
