Improve the GoReleaser publishing configuration

There are two key aspects where the configuration can be improved:

• Publishing the release, e.g.:
  • prerelease - given that a major version is a lot of milestones to come ahead, it would be better to be set to false explicitly
  • mode - revise the decided prepend option and how to combine it to align the formatting of the release notes with the ones generated by GitHub
• Publishing the changelog, e.g.:
  • filters - consider improving the filtering options for commit messages like Merged commit....
