Create automation for supporting checked in prebuilts

Automation should exist to upload checked in artifacts and make the appropriate versions.props changes. This is something that has to be manually done today e.g. dotnet/sdk#43979

[Triage] This automation/pipeline needs to support the scenario where prebuilt tarballs need to be aggregated across multiple source-build CI legs - e.g. amd64 + arm64 + musl.
