Default workflow assignment

It would be useful to assign a default workflow to a directory, so when attaching a file into that directory the default workflow would be assigned to that file automatically

@picman Another enhancement would be better.
After default workflow assigned to the file, before all workflow is done. All users will only see last approved version of the file except the approvaler.
