Similar to #2536, both these commands allow users to blow past update barriers or upgrade from dead-end releases.

Ideally, moving between releases should be performed safely by the updates driver. Print out an error message (with documentation about the updates driver) and prevent users from performing these actions if an updates driver is registered, unless an override switch is provided.
