when setting up notifications through unified push, prompt to disable battery optimizations

Currently we have a prompt which gets shown only if the notification service fails to start, I felt this is sufficient but happy to have something like this as well

when I click that prompt it just opens a website, I want it to open the popup asking to disable battery optimizations so I don't have to dig through settings for it
