Describe the Improvement
Move the emoji and gif selection above the text entry and place the tabs on top rather than below

the design below does not work well on large screen devices:

the design below, yes, would be ideal because you make better use of the screen space:

the current design makes sense on mobile devices, but not on large screens so this change should only be made on the desktop and web app versions
