Show new cost fields in all views involving adaptation options

I see that Patrick has changed the cost fields in adaptation options, but the old fields (and not the new ones) are still shown everywhere.

Displays were already updated, but I improved them further. Cost estimates have a suffix now, see e.g. https://csis.myclimateservice.eu/node/556

Adaptation options table was a bit challenging. I removed the "cost retrofitting" filter option and enabled the use of jquery slider with 0-1000 € range for development and maintenance.

PDF printout needed fixing too.
