I think this is same as:
EDMX model browser not working in version 16.1

I can confirm that the proposed workaround is also viable on VS16.2.3.

A workaround to this issue is to uncheck the setting
Environment -> General -> Optimize rendering for screens with different pixel densities
Upon changing the setting and restarting VS, the model browser and other tool windows should display correctly."
