libcaliptra incorrectly defines caliptra firmware image structures #1672

The caliptra_header struct in libcaliptra caliptra_image.h does not match the layout defined in the spec (https://github.com/chipsalliance/caliptra-sw/blob/main/rom/dev/README.md#header).

Additionally, the structures defined in this header should be packed to avoid padding.
