[RT] Add GetPcrLog mailbox command #1636

We have defined a mailbox command to retrieve the PCR log in the runtime readme, but it is not currently implemented in RT. See https://github.com/chipsalliance/caliptra-sw/blob/main/runtime/README.md#get_pcr_log for details.
