Deploy to Heroku is broken

Issue Summary

It seems that deploy to Heroku is not working

Steps to Reproduce

1. Fork repo
2. Attach it to new heroku app
3. Fill env with remote DB etc. I used console.neon.tech, but actually no difference which one to use
4. build app
   In logs you can see that migrations are done successfully.
   I connected to DB and created user after that
5. launch app, and catch errors like that:

It's very strange, because migrations successfully invoked on previous step

nope, I was wrong. It actually works after commit above, but just very slow
