Replenish Location By Transfer Order Does not see line

I selected a planned transfer order in the Replenish Location By Transfer Order page, I then hit submit, and get a pop-up saying "please select a line before submitting". If I reload the page and select that same planned transfer order, it allows me to continue.

How to reproduce
create a planned transfer order for an offsite location
Navigate to Transactions > Inventory and select Replenish Location by Transfer Order.
Select the checkbox next to the planned transfer
click submit

Expected behavior

The expected behavior is that the system will accept the submit button and process the planned transfer order.

Additional context
This is part of the outsourced manufacturing process we have set up. A planned work order and planned transfer order are suggested by MRP, which are cut and then processed.
