Japanese character cannot show correctly

My After Effects can show Chinese Character, Kanji, Kana and other character you can come up with correctly but F's plugin's options can't. I'm using After Effects in English language and my computer language is Chinese, maybe the charset of the plugin is not UTF-8 or something that is my mistake?

UTF-8に変換したものでは、自分の環境ではビルドエラーで失敗します。

UTF-8 BOM付き、改行コードをCRLF形式に変換した後に /source-charset:utf-8 オプションを付けないと駄目なようです。

特にリソースコンパイラ PiPLtool.exe が問題なようで難儀しています。
