Feature: Ease/automate the spark-infrastructure v2 helm migration process

Description

When upgrading the spark-infrastructure helm charts from v1 to v2, users are directed to follow the readme instructions. Some of these steps should be automated with a baton migration.

DOD

• Automate anything we can reasonably & safely migrate without putting projects in a bad state
  • MDA profile cleanup
  • Tiltfile cleanup
  • Potentially other steps like the argocd template removal and the deploy apps
• Update the migration documentation to reflect the changes

Test Strategy/Script

1. Create a downstream project using aiSSEMBLE 1.8.0
2. Upgrade it to 1.9.0-SNAPSHOT
3. Verify the new automated scripts work successfully
4. Follow the migration instructions
5. Verify the app works after the migration
