Correction flag for posts

Posts with mistakes or incorrect info, while overall still having value through what it contains, the subsequent reply thread or quote reposts, cannot be corrected without deletion and reposting, losing everything.

Add the ability for posts to be flagged as wrong, rescinded, or corrected by the author if they can't be edited, with an optional pointer to a new updated post. This will help with the spread of misinformation. This is different than Twitter's "community comment" on a tweet.

The only solution right now is to delete and post a new skeet. Simply quote reposting, or replying will not have the same effect or reach.

Editing of post records is related: we have intended to support post editing from early on, with clear indication that the post was edited, and possibly access to the original. We are going slow on that feature. Even without editing of the post text directly, setting a "flag" on the post record itself would be a modification of the record and show up as a change.

Other ways of implementing this could be a form of self-label separate from the record itself (self-label as "misleading" or similar); bolting on to threadgates or some other existing "sidecar" record; or a new "sidecar" record. These generally require additional processing/hydration at the appview to be visible ergonomically to clients.
