Load missing publication identifiers at save

In order to more easily integrate publication information into tools, it could be an idea to load the missing identifiers at tool saving. For example, if only the DOI is given for a new publication, the PubMed ID and PMC ID (If any) would be loaded in. And likewise for other given fields.

I am aware that issues can arise, if there are two conflicting identifiers (fx DOI and PMC ID). Here it would not be straightforward to determine the PubMed ID.
