Ability to permanently configure multiple monitor prefs from main menu

Description

I am playing BAR on Windows, using laptop with an external monitor.

By default the game always launches on my laptop screen.

I can not change display to the external monitor until gameplay begins using the graphics settings menu. This is also then forgotten after exiting BAR.

There should be an option to set the preferred monitor settings from the main menu, The same settings you see IN-GAME.

These settings should also then apply permanently, so when I restart BAR they are remembered !

Why?

Small fix to provide a large user experience improvement.
