Avoid teiserver command flood protection #716

Teiserver has command flood protection.

So chobby needs to make sure it matches those flood protection settings.
Ideally way below it, so we never come close it.

We already have some protection for certain commands.
-> remove them
-> Add a general control over sent messages per sec.
