notify me when i'm subject of a spec vote

a) play a sound
b) bring chobby to front
c) blink in task bar

(same for kick/kickban votes)

I have investigated the possibilities when the BAR window is hidden.

a)

  • in general it seems like that all sounds/ rendering is disabled when the window is minimized/ hidden
  • beyond-all-reason/spring@ea5d4ab
  • maybe there is a way around that

b)

• SDL_RaiseWindow
• could be implemented and tried, but might not work correctly
  • restore window spring#476

c)

• (still) not possible due to SDL_FlashWindow not being available yet
  • An SDL2 Flash Taskbar Call for LuaMenu spring#282
  • docker image for building BAR uses version 2.0.14
  • needs at least version 2.0.16
