Default policies

Users would like to have default policies built into SignalServer to use or modify. New users may not know the right parameters to set when creating policies for large-scale digitization projects and would like this level of expertise rolled into the application.

These policies need to be designed and then added to the initial seed data for SignalServer, so I will first assign this ticket to @dericed. It is also possible that this could be available on the website and cover #137 after #237 is resolved.

A lot of these fields don't need to be filled out, but it'd be nice to get a good amount of them with some info for a Default Policy
