Tool tips when creating rules #220

This could be a monumental task, but I think it could be useful if some helpful tooltips could appear when creating a rule. For example, when setting SAT,Y/U/V levels, a reminder could pop up about legal limits? Bit-depth scaling would be an issue, but perhaps values for 8 and 10-bit could appear? Or perhaps a link could send a user to the QCTools documentation where this is usually spelled out?

Are you seeing the existing tooltips? I know they don't appear for the dropdown.

It's possible and not monumental (but not necessarily easy).

I see them, so I was thinking when UMAX or VMAX is selected, something like levels above 240 (960 for 10-bit) are illegal
