Feature: Pull config from URI

When managing many instances of Respotter across multiple subnets, it would be handy to be able to update a single configuration file in a network location that is accessible to all of the Respotter instances.

If Respotter is running in a loop (#1), you'd also need a way to detect config changes in that loop.
