Switch the event subscription from Tendermint websocket to HTTP #41

Description/Reasoning

Tendermint will deprecate the websocket endpoint in the next version v0.36 and remove it completely in v0.37. So we should migrate to the HTTP endpoint. More details can be found here: tendermint/tendermint#7157
