magnet为true的node，valedateMagnet返回false，无法移动

上次的 #2216 解决后，因为在最前面阻止冒泡后，导致进入onMouseDown后无法移动。
理论上#2216的需求是port的magnet，而不是node的magnet。

拖拽 validateMagnet 为false的node ， 无法移动

Expected behavior

拖拽 validateMagnet 为false的node ， 可以移动，但是port如果是validateMagnet是false的话，不能移动node
