Feature Request: isnormal

Hi, I noticed that isnormal does not exist in Alpaka right now. I was hoping that it could be added if possible. I found this PR where similar functions were added: #1446.

Thanks for opening the issue. It will definitiv not come with the next release 1.2 because we will create the release branch end of this week.

note tho developers: I did a short search and it looks like CUDA is not providing a function isnormal().
