*CollectionProcessors* - _SortCollectionTest_ - tests fail in orgs where United States is not an active Country

Steps to reproduce

1. Install component in org with Pardot installed where State and Country/Territory Picklists are enabled but no State for United Status is active
2. Run all tests in SortCollectionTest.cls

Expected behaviour

all Tests Pass

Actual behaviour

all Tests Fail

SortCollectionTest.makeData Fail System.DmlException: Insert failed. First exception on row 1; first error: FIELD_INTEGRITY_EXCEPTION, There's a problem with this state, even though it may appear correct. Please select a state from the list of valid states.: [BillingState]
