Clean up outstanding open issues and PRs

aip.dev has several open PRs and issues.

These should be cleaned up as we prepare for donation.

A number of these PRs are blocked by the Google CLA issue; CNCF donation is the apparent solution. So I'm not sure we can donate the project with a 100% clean PR queue.

Not saying there isn't anything we can clean up now, of course.

I think re the CLA: note the CNCF requires it's own CLA, or a DCO in order to contribute to a CNCF project (adoption of a CLA / DCO is a requirement upon joining).

So acknowledged that the Google CLA is a friction point, but I'd like to advise those who want to contribute to work with their legal departments to get CLA approval for the following entities in order of priority:

• CNCF's CLA (https://easycla.lfx.linuxfoundation.org/#/) - enables contributions post-donation.
• DCO (https://github.com/apps/dco) - enables contributions post-donation.
• Google's CLA (https://opensource.google/documentation/reference/cla) - enables contributions now.

In particular if signing the CLA will get us moving on the aips today, I think that would be prudent as CNCF reviews sandbox applications every 2 months (and doesn't guarantee review of all sandbox projects in an application review).
