Add Governance

The CNCF Application asks about Governance. As a part of our bid and generally for the health of the project, we should start to establish a governance structure that would suit the project.

I started a governance doc based on that example. I think we just need to make it simpler. I think initially we might just need Steering Committee and Maintainers. No need for Reviewers.
