Problem with mapping CapsLock + key

For eg.
I have caps lock+F and caps lock+S assigned to the right and left arrow keys respectively.
but when I hold down either of these, for example capslock+F to traverse a line of text in a text editor,
The letter 'f' or 's' leaks through when I keep the macro held down.

Also the caps lock state shouldn't toggle if used in conjunction with another key.
