can't open Zero Orders Tactics Demo's data.win (failed to find VARI reference)

Describe the bug

Trying to open the data.win file for Zero Orders Tactics's demo shows this error:

EDIT: This same bug happens on v0.6.1.0 and 0.5.1.0, as well as the most recent bleeding edge build

Reproducing steps

Just download the free demo for Zero Orders Tactics and try opening its data.win file.

Setup Details

1. Sep 7 Bleeding edge, v0.6.1.0, and 0.5.1.0
2. Windows 10
3. https://store.steampowered.com/app/1877650/Zero_Orders_Tactics/

The exact same error is happening with UFO 50, though the reference details are obviously different.

I tried the version linked in #1924 and it did the trick.
