Choose your forest select input is empty on dev

Background
On the site landing page on dev, the "Choose your forest pick-list" is empty.

1. Go to https://open-forest-dev.app.cloud.gov/
2. Click on the select input arrow under "Choose your forest (required)"
   Result -> "Select a forest" appears in light gray text and no forest names are listed
   Expected -> The drop-down would contain the list of pilot forests

Acceptance criteria

• Pilot forests list appears and selecting one results in the page for that forest loading

@mtlaney I'm still seeing the forest picker as empty on dev. Is the issue going to keep rearing its head as a symptom of how the branches are set up?
