Can't enable datapack in a server [Fabric Server 1.21)

When i try to enable the Datapack in a singleplayer world it works just fine, the problems happens when i try to enable it in our server, it starts but gives this error and the creepers do not drop anything, not even gunpowder

looks kinda weird, failed to parse a creeper? try it on a fabric server with no mods, if that works then proceed with deleting and restoring mods until you stumble onto a mod that makes it break. im assuming you have the latest release since it was a month ago and a month ago was the june 21 update.

it works on paper, bukkit, spigot, vanilla servers just fine.
