Add a section in the README.md linking to the CONTRIBUTING.md file, along with a brief summary of what contributors will find there.

Although a CONTRIBUTING.md file exists in the repository, it is not referenced in the README.md. Including a reference to this file in the README would make it easier for new contributors to find guidelines on how to structure pull requests, follow coding standards, and test their code.

there is already a link to it in the readme under Contributing and Technical info
