email.imap.message tigger is not cretaing execution id

I configured email packs and it works fine with action_ref : core.sendmail but it stopped creating an execution id when action_ref is changed to email.send_email. I validated each and every step of https://github.com/StackStorm/st2docs/blob/master/docs/source/troubleshooting/rules.rst#id3.

PS : I tried running the email.send_email action manually and it worked.
